The commission started after a 12-year-long campaign by the QIA to seek an apology and compensation from the federal government for the arbitrary killing of Inuit sled dogs. The commission was set up in 2007 and QIA leaders were given a broader mandate to review all actions of government that scarred the lives of Inuit, especially in the years between 1950 and 1975.

The United Nations special envoy on the rights of Indigenous people, James Anaya releases his findings on the conditions in Canada's aboriginal communities, following a nine-day cross-country visit conducted in 2013. Anaya announces that “From all I have learned, I can only conclude that Canada faces a crisis when it comes to the situation of indigenous peoples of the country".
